Service Packs are not "impactless". The only reason I can think of to not install SP3 is if it would require a windows validation check and you wouldn't pass... If you're on a 64-bit OS, you'll need to upgrade to Vista or later. It doesn't happen EVERY time, or on every machine, but it's by no means a safe things to do.
