This can sometimes be done by telling the BIOS to boot from the floppy drive at first, and from the CD or hard disk after that. You may be able to boot to the 1 diskette and get to your installation CD that way. First thing I did when I encountered this problem was check to see if I had left any CD's or a floppy in the drives all were empty.
